Mục 01The construction legal framework applicable from 2026

On 10 December 2025, the National Assembly passed the Law on Construction No. 135/2025/QH15, effective from 1 July 2026 (certain provisions effective from 1 January 2026), replacing the 2014 Law on Construction. On 19 June 2026, the Government issued Decree No. 217/2026/ND-CP detailing the management of construction activities, effective on the same date. Key changes that enterprises must note include: decentralization of permitting authority — under the two-tier local government model (the district level was abolished from 1 July 2025), the authority to grant construction permits for Grade III and Grade IV works and individual houses is delegated to the commune-level People’s Committee; mandatory application of Building Information Modeling (BIM) for new works of Grade II and above from the feasibility study stage; and stronger decentralization of appraisal together with digitalization of administrative procedures.

From 1 July 2026, where do I apply for a construction permit for an individual house?
